i need help to write a letter

it is a project base learning about plastic pollution. I have to write a letter to the governor suggesting him the implementation of the “seabin” in Florida. Throughout the letter, I have to talk first about pollution in general, then about plastic pollution and finalizing with the seabin project and also about how can people be helpful collecting plastic debris from the coastline .
